Resolution: Iraq

Liberal International, assembled in Sofia, Bulgaria, on 14 May 2005,

 

notes that the Iraqi people are still living under terrible conditions of economic and political uncertainty and in a very poor security situation,

 

welcomes the UN resolution 1546 (2004) on the establishment of the Iraqi Interim Government, which governed Iraq until the national elections were held in January 2005 in order to establish full responsibility and authority for the inhabitants of Iraq,

 

welcomes the fact that despite the everyday terrorist attacks, the people of Iraq did vote for their own transitional parliament and government,

 

notes the fact that Iraqis are still living with the presence of foreign powers and under threat of terror from both foreign and domestic terrorist groups which are opposing any development towards a more stabilised Iraq,

 

notes that the present TAL (Transitional Administrative Law), according to which the Transitional Authorities are functioning, is a satisfactory solution for governing the country, until the referendum on the issue is held later this year (15 October 2005 being the last date on which to conduct the referendum),

 

notes that the mandate of the present transitional authorities expires later on this year, whereas the last date for the ordinary national elections to be held is 15 December 2005,

 

notes that the foundations of a new Iraq can only be built through peaceful means, based on dialogue, mutual understanding and compromise among the different communities living in Iraq,

 

welcomes the fact that the United Nations, despite their previous human losses in Iraq, are determined to establish a UN Assistance Mission in Iraq (UNAMI - United Nations Assistance Mission for Iraq),

 

regrets the fact that the neighbouring countries of the Republic of Iraq, despite the call from the Iraqi Provisional Government, are still not controlling their borders strictly in order to prohibit the flow of weapons and explosive devices, which in their turn are being used for terrorist actions by militant groups in Iraq causing the death of Iraqis and others,

 

 

condemns all acts of terrorism in Iraq; reaffirms the obligations of internationally recognised states, and other relevant international obligations with respect, inter alia, to terrorist activities in and from Iraq or against its citizens, and specifically reiterates its call upon member states of the UN, EU, ASEAN and the Arab League to prevent the transit of terrorists to and from Iraq, arms for terrorists, and financing that would support terrorists, and re-emphasises the importance of strengthening the co-operation between the countries of the region, particularly neighbours of Iraq, in this regard;

 

calls on the internationally recognised countries and especially on other countries of the Middle East to take their responsibility and take better security measures along their borders in order to assist the stability of Iraq,

 

calls on the government of the United States, the United Nations and the International Community to do all that is possible in order to allow the Iraqi government to achieve the stabilisation of the country

 

calls on the US government and Iraqi temporary government to highlight the importance of the rule of law, national reconciliation, respect for human rights, including the rights of women, fundamental freedoms, and democracy including free and fair elections,

 

calls upon the importance of the European Union to concentrate its aid in part on providing for the training of Iraqi police officers, elections workers and election observers in Europe, due to the poor security situation in Iraq,

 

call on member states of UN, EU, ASEAN and Arab League and other international organisations to respond to Iraqi requests to assist efforts to integrate veterans and former militia members into Iraqi society,

 

calls upon the Iraqi Transitional Government and Assembly to do its best to ensure that the representatives from the Sunni community and other minorities are included into the decision-making system and into the new authorities to be established following the elections in January,

 

calls upon the UN, EU, ASEAN and other international organisations to take more responsibility to make it possible for the Iraqi authorities to hold the referendum on the first democratic Iraqi constitution later this year, for which the deadline is 15 October,

 

calls upon the US, UN, EU, ASEAN and other international Organisations to take more responsibility in order to make it possible for the Iraqi citizens to arrange ordinary national elections later this year, for which the deadline is 15 December.
