2012 RULES GOVERNING THE ALDE TRAINEE SCHEME


1. Recruitment of trainees

Trainees shall be recruited on the basis of an individual application comprising:

a) a personal statement
b) a curriculum vitae filled out using the relevant form available on the ALDE Group Internet site
c) a letter of endorsement by a Member of the ALDE Group or by one of the Liberal and Democratic parties affiliated to the Group and/or participating in a FNST/ALDE Joint Programme or support of Lymec or CALD.

2. Job description

a) The trainee shall carry out his or her traineeship only within the Group Secretariat and on its premises.
b) He or she shall work with a training officer (Political Advisor) in order to follow the work of a Parliamentary Committee or shall join one of the Secretariat units. In that case the training officer shall be the Head of Unit.
c) The trainee shall submit a brief report at the end of his or her traineeship on the work he or she has carried out within the ALDE Group.
d) The duties allocated to a trainee shall be determined by his or her training officer.
e) Trainees’ working hours shall be those of the Group.

3. Duration of traineeship

a) Traineeships shall last around three months and shall include participation in a         plenary sitting in Strasbourg. In no circumstances may they be extended beyond three months.
b) The various training periods are determined by the ALDE Group.
c)  The periods for 2012 are :   - January 3        to March 31     - April 10             to July 6
 - September 17  to December 14

4. Eligibility for a traineeship

a) To be eligible, the applicant must hold a Master degree or for UK and Ireland diploma, a 4 years bachelor degree or a three years bachelor degree completed with one year proven experience .
b) He or she must also have a good knowledge of at least one of the two languages of the Group, and preferably of both working languages (FR/EN).
c) He or she must be a member of and/or have participated in the work of an ALDE/ELDR/EDP political party or organisation pursuing some of the goals of the ALDE Group. Applications from persons who have in the past been an assistant or trainee to a Member of the ALDE Group or trainee in any other European Institution cannot be considered.

5. Financial conditions

a) The ALDE Group never recruits unpaid trainees.
b) The ALDE Group pays a monthly allowance determined by the authority of the Group, the amount of which shall be the same for each trainee.
c) In Strasbourg, the trainee shall receive the same daily allowance paid to staff members of the Group to cover his or her costs. The choice of means of transport to Strasbourg shall be the same as for ALDE staff (train or car).

6. Social security

a) Trainees shall be covered against risks of sickness and accident.
b) The insurance premiums shall be paid by the ALDE Group for the entire duration of the traineeship.
c) In the event of sickness, trainees are requested to inform their training officer immediately, and, if the period of sickness exceeds three calendar days, to send a medical certificate to the Secretary-General of the ALDE Group.

7. Leave

a) Trainees shall be entitled to two days’ leave per month worked. Applications for leave shall be made to the administrator concerned or the relevant Head of Unit.
b) The granting of trainees' leave shall be subject to Parliament's timetable of work.

8. Termination of contract

a) The traineeship may be terminated at any time at the trainee’s request. In that case, the trainee must reimburse the allowance paid in advance by the Group.
b) In the event of manifestly poor performance by the trainee of his or her duties, or of unjustified absence noted by the training officer, a decision to terminate the traineeship may be taken by the competent authority of the ALDE Group and reimbursement of the allowance paid in advance by the Group shall be demanded.
